Title: COPE Chief Operating Officer

Location: Gallup, NM

Organizational Profile:

Partners In Health (PIH) is a non-profit organization based in Boston, Massachusetts, USA, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern science to those most in need and to serve as an antidote to despair.

COPE (Community Outreach and Patient Empowerment) is a PIH Sister Organization and a non-profit entity 501c3 based in Gallup, NM. COPE’s vision is to eliminate health disparities and improve the wellbeing of American Indians and Alaska Natives. The organization has an annual budget of $2.7M and a New Mexico-based staff of approximately 30 individuals, including six managers. The three areas of strategic focus for COPE’s work are:

  • Improve health care delivery to Native families through community-based outreach by community health workers;
  • Increasing access to healthy foods and promoting food sovereignty in tribal communities;
  • Strengthening local capacity and partnerships to bring about system-level change.

General Responsibilities

Working in close collaboration with the Executive Director and the rest of the leadership team, the COO serves as a central pivot of the management team to drive the operational activities at COPE, with administrative, operational and programmatic oversight. The COO will play a key role in enabling COPE to achieve its mission.

The COO, working closely with the Executive Director and in close collaboration with Partners In Health, will help oversee COPE operations and the implementation and execution of initiatives in accordance with COPE’s strategic plan. The COO will serve as Chief of Staff to the Executive Director to plan and carry out the mission and objectives of COPE. The COO will oversee the day-to-day execution of COPE operations activities. The position is full-time, 40 hours a week.

Specific Responsibilities

The COO will assume day-to-day oversight of specific components of COPE’s full ongoing and emerging activities. The COO will be responsible for the overall supervision of all staff based in Gallup, NM with the exception of the Executive Director. He or she will directly supervise 4-6 managers and report directly to the Executive Director. The COO will provide general management support to the Executive Director, including staff supervision, financial accounting, program management and office operations. The principal responsibilities of the position will include:

Program Management and Human Resources (50%)

  • Work with COPE leadership, managers and staff to develop multi-year project and partnership work plans and oversee implementation;
  • Develop and maintain positive relationships and partnerships with the local stakeholders and partners, including the Navajo Nation leadership, Navajo Area Indian Health Services leadership and providers, other public sector and non-profit organizations and other tribal/community leaders;
  • Oversee Program Managers to ensure that programmatic activities and work plans are carried out in a timely and high-quality manner;
  • Support and mentor managers and staff including individual professional development plans;
  • Collaborate closely and transparently with technical and leadership teams at Partners In Health.

Operations and Logistics (40%)

  • Act as spending authority and provide financial oversight on funds within COPE’s portfolio;
  • Provide administrative oversight and planning for operational growth and organizational systems including:
    • Developing and implementing organizational policies and procedures;
    • Supporting grant management, including correspondence, financial reports and ensuring adherence to donor terms and conditions;
    • Overseeing annual fiscal reporting, including annual external audit;
    • Administering legal requirements and reporting as a 501c3.
  • Collaborate with the Executive Director, Managers and the Administrative team:
    • To develop job descriptions, hiring protocols, orientation, and training programs for future COPE staff;
    • To design continuous professional development plans for COPE staff, with input from staff regarding specific areas of interest or development need when applicable;
    • To establish a procedure manual for managing low performance in a transparent and fair process;
    • To strengthen planning and time management skills and procedures among COPE staff;
    • To oversee the development of robust and transparent finance and budget reporting systems;
    • To ensure that all program staff are well-supervised and supported;
    • To ensure the seamless integration of new programming and workflow into operational flow at COPE;
    • To ensure that all new programs and innovation pilots have a clear workflow plan and timeline for integrating into COPE and a clear evaluation process;
    • Work with communications manager to develop a system for internal and external communications;
    • To develop progress reports for internal and external stakeholders and development materials.

Strategic planning (10%)

  • Work closely with the Executive Director and entire leadership team to develop long-term strategies for the organization including development of new proposals, integration of future funding and programmatic opportunities, implementation of the strategic plan
  • Accomplishes all other tasks or duties as assigned or requested by the Executive Director.

Qualifications

  • At least five years of relevant experience within a public health care setting and a demonstrated track record in administrative management of similar programs and/or organizations, with at least three years of executive supervisory experience.
  • Master’s degree (e.g. MBA or MPH) preferred.
  • Experience with grants management and government funding preferred.
  • Experience with start-up initiatives preferred.
  • Experience with common PC computer software including Microsoft Word, PowerPoint, Excel, Access and Outlook, reference management software, Accounting/Finance Management systems.
  • Honesty, accountability and transparency.
  • Commitment to public service and social justice.
  • Excellent interpersonal communication and writing skills in person, via the telephone and with electronic communications. Diplomacy and mediation skills with a broad range of stakeholders, partners, and staff.
  • Ability to work well as part of a multidisciplinary team.
  • Demonstrated intellectual independence and initiative and willingness to learn new skills.
  • Exceptional time management skills; ability to organize time and priorities effectively, asking for direction when appropriate. Flexibility and proven ability to handle multiple tasks and deadline pressures.
  • Motivated, creative, and pro-active; ability to motivate, inspire and mentor staff.
  • Knowledgeable and experienced in community-based participatory approaches to programming
  • Excellent organizational skills; ability to manage complex projects from creation to completion, plan and prioritize multiple deliverables, and coordinate teams to meet deadlines
  • Willing to reside near or in Gallup, NM (location of COPE office)
  • Local knowledge of Navajo culture and tribal health system a strong asset
  • Own transportation and be in possession of a valid driver’s license to travel across the entire Navajo Nation to work with coalition members and partners
